Thinking about starting a new Federation Nation club

I'm thinking about starting a new Federation Nation club and have a couple of questions.  In order to qualify to fish the championship, does our club also have to fish the three tournaments prior or can we just fish the championship?  If yes, does everyone in the club have to fish the 3 qualifiers or just a percentage of the club?

There are no requirements to fish any tournaments to be eligible for the state fish off.....Anyone in your club can fish the State fish off in its current format...We only had 50 boats this past week so they are pretty much letting everyone that wants to fish it fish it as long as they are in good standing with a club..
You just have to send an equal number of boaters and non-boaters and even that has not always been the case for all clubs depending on how things work out...

yes, must attend at least 2 president's meetings out of 4. Also all members must be members of B.A.S.S.

Are the meeting's generally held in the winter, or spaced out over the course of the year?

They are spaced out, but mostly in the late fall to early spring. They have avoided the summer in the past for full meetings. Check out www.michiganbass.net for more info.

Here are the meeting dates from the website though you will want to confirm through them before going:
2011-2012 President's Meetings
The Presidents meetings start at 1:00 pm.

    * October 23, 2011 - Location TBA
    * December 4, 2011 - Location TBA
    * February 12, 2012 - Location TBA
    * April 22, 2012 - Location TBA
