Ranger priority entry???

I read the rules and I can't find any restrictions on Ranger ownership for priority entry into an FLW tour event...(how old)
I saw that for contigency money a boat had to be fairly new, but I couldn't find any restrictions on priority entry registration.  Any one have any info on this?

I used ranger priority last year and my baot is a 94
